Japan has one of the most respected government scholarship systems in the world through MEXT. For MENA students, the correct route depends on citizenship, embassy jurisdiction, academic level and whether the candidate is applying through an embassy or a Japanese university recommendation.

MEXT Embassy Recommendation - This is the main route for MENA students. The embassy process can include document screening, exams, interviews and university placement. Applicants must follow the embassy of their nationality; for example, a non-citizen resident in a Gulf country may need to apply through the embassy that handles their citizenship.
MEXT University Recommendation - This route is usually better for graduate applicants with a clear supervisor match or a university programme that actively recruits international students. The university selects and recommends candidates to MEXT.
JASSO Honors - JASSO is usually not a pre-arrival full scholarship. It is more useful after admission or through EJU reservation. MENA applicants should not rely on JASSO alone for visa proof unless the university clearly confirms the award and amount.
ADB-Japan Scholarship - This is valuable but not broadly MENA-wide. It is for citizens of ADB developing member countries and is attached to designated institutions and approved fields. Applicants from Afghanistan or eligible Asian-side countries should check it; most Arab applicants will need other routes.
University scholarships - Many Japanese universities offer tuition reductions or scholarships for international students. These are often less predictable than MEXT but can work well for applicants who already have admission to a strong programme.
Application strategy for this country
- Check the Japanese embassy page for your citizenship, not only your country of residence.
- For MEXT research applicants, prepare a research plan that a Japanese professor can understand quickly: research question, method, expected contribution and why Japan.
- For undergraduate MEXT, prepare for exams and subject requirements early, not only documents.
- For university recommendation, identify universities that explicitly mention MEXT nomination in their admission pages.
- Japan rewards precision. Follow formatting, document order and deadlines exactly.
Documents to prepare early
- Passport valid beyond the intended start date, plus scans of any second nationality if relevant.
- Bachelor or master diploma, transcripts and official grading scale. For Italy, Spain and Portugal, plan for legalisation or apostille and sworn translation if requested by the university or visa office.
- English test such as IELTS, TOEFL, PTE or Cambridge, or proof that the previous degree was taught in English when the programme accepts it.
- CV, motivation letter or statement of purpose, recommendation letters and, for PhD routes, a research proposal and supervisor match.
- Financial and family income documents when applying for need-based regional or university support, especially in Italy and some public-university routes.
- For MEXT research: field of study and research plan, placement preference form, medical form and embassy-specific documents.
