The key point is that the most famous national scholarship, France Excellence Eiffel, cannot be submitted directly by the student; the French institution must nominate the candidate.

France Excellence Eiffel - Eiffel is a prestige scholarship designed to help French institutions attract top international students. The strongest candidates usually have excellent grades, a coherent professional plan and a programme that actively supports their nomination. Because students cannot submit directly, the practical first step is to identify programmes willing to preselect candidates.
Emile Boutmy at Sciences Po - This scholarship is most relevant for strong applicants in political science, international affairs, law, public policy, economics and social sciences. It is a tuition-support scholarship, not normally a full living-cost scholarship, so applicants still need a realistic budget.
University excellence scholarships - Many French universities run their own scholarships, often attached to specific faculties or international masters. These can be better than Eiffel for applicants who are strong academically but not nominated for the national scheme.
Embassy and Campus France routes - For MENA applicants, the French embassy in the country of citizenship or residence can be a hidden source of funding, especially for French-language pathways, doctoral mobility, co-supervision and bilateral cooperation.
Erasmus Mundus - France hosts many Erasmus Mundus partner universities. The advantage is that the scholarship is open worldwide and covers tuition plus a monthly allowance, but competition is global and programme-specific.

- Passport valid beyond the intended start date, plus scans of any second nationality if relevant.
- Bachelor or master diploma, transcripts and official grading scale. For Italy, Spain and Portugal, plan for legalisation or apostille and sworn translation if requested by the university or visa office.
- English test such as IELTS, TOEFL, PTE or Cambridge, or proof that the previous degree was taught in English when the programme accepts it.
- CV, motivation letter or statement of purpose, recommendation letters and, for PhD routes, a research proposal and supervisor match.
